Equality - A New Framework
By: Hepple, Bob; Coussey, Mary; Choudhury, Tufyal
Published by: Hart Publishing, Ltd

The need for a legislative framework for ensuring equality of opportunity is not seriously questioned in the UK. However, despite the presence on the Statute book of various significant pieces legislation dating back to the mid 1970s, there remain deep-seated structural disadvantages which blight the lives of many women, Black and Asian people, and disabled persons. The Stephen Lawrence inquiry report highlighted the presence of institutionalised racism in the police. Similar barriers can also be found in other public services and in private sector organisations. There are also insistent demands for the extension of legislation to cover discrimination on other grounds such as religion, age and sexual orientation. Discriminatory behaviour cannot be remedied by legislation alone, or simply by the actions of government, courts and tribunals and Commissions. Political and social leadership, customer and peer pressure, the development of good practices and campaigning all have a crucial part to play. Employers, trade unions, social organisations and clubs, service providers and individuals all have to take voluntary action to achieve the goals of the legislation. One thing that is clear is that the present legislation is badly in need of modernisation. The present acts are outdated, piecemeal and inconsistent. They fall short of the standards set by EU law, international human rights law, and the Human Rights Act. In writing this report, the authors set out to develop an accessible and cost-effective legislative framework for ensuring equality of opportunity, and to propose other measures which will promote equal opportunity policies and spur compliance with those policies. In the course of preparing the report they have considered experience in other countries. They have heard from many individuals and organisations who have either experienced the effects of discrimination or attempted to counter it. They conducted a survey of employers in Britain, Northern Ireland and t more...

Ethnicity and Ethnic Conflict in the Post-Communist World
By: Fowkes, Ben
Published by: Palgrave Macmillan, Ltd.

Ethnic and national conflicts have been an unexpected and major source of problems in many parts of the world in recent times. Nowhere more so than in the formerly communist countries. This book provides a readable introduction to, and brief analytical coverage of, all the ethnic disputes of the 1990s. Full justice is done both to complex present-day situations and the deeper roots of ethnic conflict. This is followed by a review and evaluation of the main available explanations. The book is required reading for anyone who wants to understand why the fall of communism did not introduce an era of goodwill between the nations. more...

Ethnicity, Exclusion and the Workplace
By: Carter, J.
Published by: Palgrave Macmillan, Ltd.

This text explores the impact of race and racism in different occupational spheres within the labour market. It re-examines a number of central assumptions about segregation within the labour market and applies the concept of social closure to the analysis of the position of ethnic minority workers within the labour market. Key themes in the book include the effectiveness of equal opportunity and affirmative action policies and the extent to which employment practice has been significantly altered. Empirical material from two case studies is included in order to illustrate the central themes. The book also examines the impact of the public redefinition of institutional racism which played a central part in the Stephen Lawrence inquiry. more...

Force of Prejudice
By: Taguieff, Pierre-André; Melehy, Hassan (ed.)
Published by: University of Minnesota Press

Pierre-André Taguieff puts forward a powerful thesis: that racism has evolved from an argument about races, naturalizing inequality between “biologically” defined groups on the basis of fear of the other, to an argument about cultures, naturalizing historical differences and justifying exclusion. Correspondingly, Taguieff shows how antiracism must adopt the strategy that fits the variety of racism it opposes. Already viewed as an essential work of reference in France, The Force of Prejudice is an invaluable tool for identifying and understanding both racism and its antidote in our day. more...
